OPINION

To the Messenger:

Disturbing story in the Nov. 7 issue of the Messenger regarding a chicken farm next to Payneville school. I seemed to miss the information leading up to the story; didn’t Mr. Greenwell have to apply for a building permit? If so, even though it wasn’t a change of zoning, wouldn’t that seem to be an issue to come before the PZ board and for public discussion? Oh, sorry, that’s right, we have planning and zoning in the county, but we don’t enforce it, so why discuss it?
