Meade County Planning and Zoning adopts county comprehensive plan

“Have we met KRS in accommodating Fort Knox?” asked Sonja Redmon. The answer to that question, asked of Fort Knox representative Peter Hill, determined the decision of the Meade County Planning and Zoning Commission June 19 when presented with an amended resolution adopting the Meade County Comprehensive Plan.
Language regarding the Fort Knox military installation, low-density development near the installation and a “Fort Knox buffer” on the land use map has created contention for several months. A resolution removing any reference to Fort Knox was suggested, but Kentucky Revised Statutes require accommodation of military installations.
A resolution removing all language regarding Fort Knox was replaced with another resolution removing that language and replacing it with alternative language. The proposed amendment covered only new development, but the commission agreed, at Hill’s request, to further amend it to cover any residential property in the county. The amended addition to the resolution is printed in its entirety above.
“Is this the exact language you want in the comprehensive plan?” asked Mark Garverich of planning and Zoning administrator Tony Coletta. “Is this what you’re offering Fort Knox?”
Coletta responded the deletions were based on the expressed desires of the Fiscal Court. “Additions, with the modified language,” said Coletta, “are up for approval.”
“This would satisfy Fort Knox, Fiscal Court, the Planning and Zoning Commission and some prominent families in the area?” asked Garverich.
“If this provision is adopted,” said Hill, “it is a significant provision to accommodate Fort Knox.”
With that assurance, Paul Cibolski moved to adopt Meade County Comprehensive Plan as modified. On a second by Reece Wardrip, the motion passed unanimously.
“In order to foster a relationship for the future that embraces both the developmental goals of Fort Knox and citizens of Meade County this plan will encourage countywide notice of the proximity of any residential properties to an active military installation as well as active agricultural operations. This may be implemented in various manners including the county’s subdivision regulations. The purpose of such a notice serves to advise prospective residents of Meade County that they are located near an active military installation, industrial activity, or agricultural operation. Additionally, the notice would advise on the potential impacts and implications of such a proximity and that such activity could include certain levels of noise, vibration, smoke, dust, mechanical and/or agricultural odors and other physical collateral effects associated with these types of activities.”
