Meade PZ denies ‘spot zoning’ request

The Meade County Planning and Zoning Commission held its regular meeting Jan. 18 with one rezoning request on the agenda. Wesley Prather requested rezoning of 1.2 acres of a 3.10-acre parcel on Whelan Road from R-1 to R-4 so his adult child can place a singlewide mobile home on the parcel. The surrounding area is composed of single family housing and farm land.
The commission received a petition with nine signatures opposed to the rezoning request, and several neighbors spoke against the proposed rezoning. They expressed concerns about reduced property values and this creating an opening or other mobile homes to be placed in the area.
Commission chair Cheryl Gibson explained the definition of spot zoning and stated this request is spot zoning. Commissioner Mark Garverich moved to deny the request based on findings of fact that the proposed change is spot zoning, and the original R-1 zoning was correct. On a second by Faye Basham, the commission was unanimous in its recommendation to deny the request. Their recommendation will go to Fiscal Court during its Feb. 13 regular meeting.
In other business, Edie Jones requested an easement variance in order to build a home on her mother’s property. The 30-acre parcel in question will be divided with 2.5 acres being the parcel upon which Jones intends to build her home. The location of the home is restricted by septic issues. Commissioner Allen Flaherty moved to grant the easement. On a second by Garverich, all were in favor.
