The arrival of Ukrainian President Volodymyr Selenskyj in Berlin on Monday marks a critical juncture in these talks. German Chancellor Friedrich Merz is slated to hold preliminary discussions with President Selenskyj focusing on German-Ukrainian economic relations and the progress of the peace negotiations. The evening will see the inclusion of numerous European heads of state, along with top EU and NATO officials, according to government spokesman Stefan Kornelius.
Notably, French President Emmanuel Macron and British Prime Minister Keir Starmer are expected to join these expanded discussions. Witkoff is also scheduled to participate in Monday’s dialogue sessions.
Pressure Mounts for a Resolution
The involvement of Steve Witkoff underscores the urgency felt by the White House to bridge the lingering gaps with Kyiv concerning the US-proposed peace plan. President Trump is eager for a swift conclusion to Russia’s aggressive actions against Ukraine, aiming to restore economic ties with Russia.
However, concerns linger among European allies that any agreement might disproportionately favor Moscow. Witkoff’s recent meeting with Russian President Vladimir Putin did not yield significant progress, as Russia largely maintains its maximalist demands.
Persistent Challenges and Revisions
Driven by Ukraine and its European allies, the initially perceived pro-Russian stance of the peace plan has undergone significant revisions. On Wednesday, Ukraine sent a revised version to Washington, and by Thursday, President Selenskyj had publicly discussed the current state of negotiations for the first time.
The US continues to push Ukraine for substantial territorial concessions to Russia, particularly concerning the Donetsk region. According to the new proposals, the US envisions creating a “free economic zone” in areas under Ukrainian control. In exchange for any territorial adjustments, the Ukrainian government and its European partners demand security assurances akin to NATO’s Article 5 from the US, with calls for complete transparency regarding these guarantees before moving forward.
Unyielding Conflict Amid Diplomatic Efforts
Despite ongoing negotiations and counter-proposals, there are no public signs of imminent agreement on key issues such as territorial concessions, security guarantees, Ukraine’s potential NATO and EU membership, and limitations on the Ukrainian military. Meanwhile, Russian military actions continue to disrupt lives across Ukraine, with recent airstrikes leaving thousands in seven regions without power.
“It’s crucial that everyone sees what Russia is doing. Every action they take is an act of terror against our people, as their attacks are not aimed at ending the war but at continuing to destroy our state and inflict maximum suffering on our people,” stated President Selenskyj, reflecting on the harsh realities faced by his nation amidst ongoing diplomatic talks.
